By rule, don’t hire a Web Developer for Web Design and vice-versa.

Web Design is typically used to describe the process of designing a graphical representation of content shown in the form of a Web page or a Web site -- a collection of web pages. The fundamental design of most web pages use HTML (Hypertext Markup Language) and CSS (Cascading Style Sheets). Typically, this is a more artistic person.
Web Development is typically used to describe the process of using computer programming within a web context to assemble similar and disparate data into web pages. For example, a web developer may develop a web page that communicates with a database that contains information on your products. Typically, this is a more mathematically and logic centered person.
